Along the Ottawa River and near the heart of the city is Victoria Island, an island with history for the aboriginal people in the area as a place of gathering, trade and spirituality. As a result proposed on this site is a cultural center for aboriginal people of Canada.

The building is organized with a main cascading avenue through the middle with exhibition spaces situated as independent but interwoven via physical delineation and suggestive circulation.
